Richard is the partner heading the Planning Team. His expertise includes town and country planning, compulsory purchase orders (CPOs), highways, major infrastructure projects and judicial reviews. He is currently working on several schemes requiring Development Consent Orders (DCO) from the Infrastructure Planning Commission.

Richard acts for local authorities, infrastructure companies and commercial developers as well as owners affected by CPO proposals.

His recent experience includes advising:

  • Dartford Borough Council on its proposed regeneration of the Lowfield Street Site, Dartford Town Centre. This included advice on potential judicial review and dealing with highways, CPO and planning issues
  • London Borough of Brent on CPOs to secure land for roads to serve the new national stadium at Wembley
  • ten major landowners affected by the London 2012 Olympics on planning, compensation and relocation issues
  • Freightliner Limited on the impact of a Transport and Works Order on one of its major freight yard facilities
  • a national rail operator on a Transport and Works Act Order scheme promoted by the Environment Agency for flood defence purposes, which would significantly impact on the operator's railway assets
  • ING on developing a new mixed use scheme at Enfield Town

Richard is recognised as a leader in the field of planning by Chambers Guide to the UK Legal Profession 2011.
